This site describes the Navy Oil and Hazardous Substances Spill Program and is part of a series of planning and response tools developed by the Supervisor of Salvage and Diving, USN (SUPSALV).

The Navy On-Scene Coordinator (NOSC) is the Navy official pre-designated to coordinate Navy Oil and Hazardous Substance (OHS) spill contingency planning and to direct Navy OHS spill response efforts in a pre-assigned area. The NOSC acts as the Federal OSC for all Navy hazardous substance releases.

Prevention
A combination of Policy, Instructions, and Vigilance. "Zero Tolerance" for spills is the first line of defense in the Navy's prevention program.
Preparedness Response
Planning, Training, and Drills enable Navy personnel to prepare themselves for spill response. Control, Containment, and Cleanup of a spill is paramount in the Navy's efforts to maintain a clean environment, even after a spill might occur.
